It does not change or override the Clean Air Act (42 U.S.C. 7401 et seq.) or any rules made under it. Vehicles that use alternative fuels—whether only those fuels or both those and regular fuel—and the alternative fuels themselves must follow the Clean Air Act rules that apply to them.
