The Secretary must run a program to test electric motor vehicles and their related equipment. The Secretary will work with site operators, vehicle makers, electric utilities, and others. The program must speed up electric vehicle development and check how the vehicles perform in real-world and fleet use and what support infrastructure is needed. Within 18 months after October 24, 1992, the Secretary must ask for proposals to demonstrate electric vehicles in one or more eligible metropolitan areas and can ask for more later if needed. Proposals must give key details (maker, users, area, number and type of vehicles, life-cycle costs, price difference and any discount payment, contributions from governments or others, equipment to be shown, domestic content, and lease terms if any). The request must set a closing date and can be extended by up to 90 days.
