§13283 Discount Payments

Summary

The Secretary must pay a proposer a discount payment when the proposer certifies that electric vehicles were bought or leased under the program and that the proposer gave the required discount to the users. Once the Secretary accepts that certification, the full payment must be made within 30 days, if funds were provided in advance in appropriations Acts. The payment cannot be larger than the price difference between the electric vehicle and a comparable conventionally fueled vehicle or the price of that comparable vehicle. After subtracting the discount and any other contributions, the buyer’s price cannot be less than the manufacturer’s suggested retail price of a comparable conventional vehicle. The discount per electric vehicle cannot exceed $10,000.
