The Secretary must ask for project proposals from non-Federal people and groups, including fleet operators, no later than one year after October 24, 1992. The Secretary must pick proposals within 240 days after asking for them. Federal money can help pay for up to 10 projects unless the Secretary decides extra funds would otherwise go unused. The chosen projects should, when possible, come from different parts of the United States and different climates. Each project may get no more than $4,000,000 in federal funding. Projects can cover infrastructure and support for electric vehicles and energy storage, such as vehicle servicing and equipment, installing charging stations, utility rate and cost recovery for infrastructure investments, battery safety and health procedures, information programs, and other needed topics to support advanced batteries and electric vehicle demonstrations.
