The Secretary must give Renewable Energy Advancement Awards for innovations that help make biomass, geothermal, hydroelectric, photovoltaic and solar thermal, ocean thermal, or wind energy work better for homes, utilities, or industry. The awards normally include cash. The Secretary, working with an Advisory Committee (the group that helps set the rules for choosing winners), must use selection criteria that cover things like how much the innovation increases renewable energy use, its overall impact, its cleverness, export potential, and environmental soundness. Starting in fiscal year 1994 and each year for 10 years after, the Secretary must pick winners. Awards can only go to U.S. citizens, permanent residents, or non‑Federal organizations formed under U.S. or state law. Up to $50,000 is authorized for each of fiscal years 1994, 1995, and 1996. If there is not enough money in any year, the Secretary may give honorary awards instead of cash.
