The Secretary must create a program to research, test, demonstrate, and help bring into use better ways to use the country’s metallurgical coal. The goal is to develop techniques that let the United States use that coal more and more efficiently. The program must cover three main uses: using metallurgical coal as a boiler fuel to make steam for electricity (including blending it with other coals), using it as an ingredient in steelmaking, and using it to produce pipeline-quality coalbed methane.
