Require any extra clean-coal project requests to push the quick development of cheaper, more efficient coal technologies or systems that produce energy better and cut emissions more than current commercial coal tech. These projects must aim to be ready for commercial use by 2010, as much as possible. The Secretary must study the benefits of doing these extra solicitations under the Clean Coal Program created by Public Law 98–473. After that review, the Secretary may run them, and if run they must match the scope and Federal cost-sharing percentage used in Public Law 101–121.
