The Secretary must do a detailed study of the legal, institutional, and regulatory barriers that keep governments and businesses from using coal combustion byproducts more. Coal combustion byproducts are residues from burning coal, like ash, slag, and flue gas desulfurization materials. The study must look at problems at the Federal, State, and local levels and consult other Federal agencies, State and local governments, and the private sector. The Secretary must send a report to Congress with the study results and recommendations no later than one year after October 24, 1992. The report must say what actions would increase use of these materials in bridge and highway work, waste stabilization, government purchasing, and federally funded or subsidized private purchases.
