Within one year after October 24, 1992, the Secretary must send a report to the House Committees on Energy and Commerce and on Science, Space, and Technology, and to the Senate Committee on Energy and Natural Resources. The report must describe the status of ways to mix coal with other materials (like oil or water). It must include a technical and economic feasibility check; likely future developments; market potential, including how much they could replace imported crude oil and refined products; the barriers to commercial use; and recommendations to overcome those barriers.
