The Secretary must study whether it is possible to set up a national clearinghouse to collect and share technical information about coal and fuels made from coal. The study must check if the clearinghouse would be useful for things like collecting and sharing data to improve environmental quality and energy independence; keeping a library of technical publications; running seminars and training for officials, utilities, and companies; tracking research grants and projects worldwide; translating foreign research into English; encouraging tests that use coal from many U.S. sources and collecting those test results; and doing economic modeling of projects. After that study, the Secretary may create the clearinghouse.
