Within 6 months after October 24, 1992, the Secretary must create a Director of Climate Protection job inside the Department of Energy. The Director must act for the Secretary in U.S. and international climate policy talks when the Secretary is not available, including work by the Committee on Earth and Environmental Sciences (established by the Global Change Research Act of 1990) and the Policy Coordinating Committee Working Group on Climate Change. The Director must, with other federal agencies, watch how domestic and international policies affect the creation of greenhouse gases, and can take part in planning for relevant Department of Energy programs.
