§13384 Assessment of Alternative Policy Mechanisms for Addressing Greenhouse Gas Emissions

Summary

No later than 18 months after October 24, 1992, the Secretary must send Congress a report that compares different ways to reduce greenhouse gas emissions. The report must look at short‑ and long‑term costs, benefits, and practicality for people, the economy, energy use, the environment, competition, farming, and jobs, and must evaluate emissions limits (caps and trading), federal energy‑efficiency standards for major sources (power plants, industrial processes, vehicles, appliances, buildings, and methane), and federal or voluntary incentive programs.
