The Secretary must send a report to Congress by 18 months after October 24, 1992. The report must compare different ways to cut greenhouse gas production. It must look at short‑run and long‑run social, economic, energy, environmental, competitive, and agricultural costs and benefits, including effects on jobs and competition, and say how practical each option is. The options to study are controls on major sources (including caps and emissions trading); federal energy‑efficiency standards for major sources (like power plants, industrial processes, cars, appliances, buildings, and methane emissions); and federal and voluntary incentive programs.
