The Secretary of the Treasury, working with the Secretary of State, must set up a Global Climate Change Response Fund to hold U.S. money for helping the world reduce and adapt to climate change. No money can go into the Fund until the United States formally approves the United Nations Framework Convention on Climate Change. Money in the Fund can be used by the President, but only if Congress approves and provides the funding under the related law, to pay into a financing system agreed to under the UN climate convention, including any related agreements or protocols. Congress may deposit $50,000,000 for fiscal year 1994 and whatever sums are needed for fiscal years 1995 and 1996.
