The Secretary may create the Midcontinent Energy Research Center to study how to get more oil from existing fields in the upper midcontinent and to make sure the findings reach users. The Center’s goals are to use petroleum more efficiently, increase total recovery, and delay abandoning resources. It must, when possible, work with federal agencies, midcontinent states, and the industry. Research can include making databases and sharing technology, managing and describing reservoirs, advanced recovery methods, and developing new technology.
