Within 1 year after October 24, 1992, the Secretary must send a report to Congress evaluating those opportunities. The report must cover 8 things, including available technologies, current industry use, development status and timelines, energy savings, environmental benefits, costs, regulatory disincentives, and other barriers. Also within 1 year after October 24, 1992, the Secretary and EPA must seek project proposals.
