The Secretary must study ways to cut how much nuclear waste is produced and how long it stays dangerous. The study must check current technologies and say how much new research and development would be needed. Using that study, the Secretary must prepare and send Congress a 5-year research and development plan to reduce waste and its hazards. Congress may fund this work with $4,700,000 for fiscal year 1993 and whatever sums are needed for fiscal year 1994.
