§13504 Math and Science Education Program

Summary

The Secretary of Energy must hire qualified organizations to run math and science programs that add to the Special Programs for Students from Disadvantaged Backgrounds run by the Secretary of Education under sections 1070d through 1070d–1d of title 20. The goal is to help low-income and first-generation college students (as defined in section 1070d of title 20) get into and succeed in college math and science. Help can include making learning materials, training teachers and counselors, creating internships and seminars, offering tutoring and academic advice, making research chances, and other activities that boost participation. Support can go to students and to colleges, agencies, and middle and high schools that mainly serve low-income students. The Secretary of Energy must work with the organizations and, when possible, share staff, facilities, and other resources. Programs must add to current DOE and Education Department efforts and not replace them. By October 1 each year, the organizations must report to the Secretary of Energy, the Secretary of Education, and Congress about progress and any additional steps needed. A “qualified entity” is a nonprofit with proven experience helping low-income and first-generation students and whose main work is running national programs and training educators. Money may be appropriated as needed from section 13503(e) of this title and the Environmental Restoration and Waste Management program.
