When deciding who wins contracts for nuclear hot cell services, the Secretary must not count costs for shutting down nuclear facilities or for storing and getting rid of nuclear waste when a U.S. company bidding would have to pay those costs and a foreign company bidding would not. A contractor who wins must follow the same rule when choosing subcontractors. The Secretary must write rules to make this happen within 90 days after October 24, 1992. Definitions used: decommissioning costs — costs to meet rules for closing licensed nuclear sites; storage and disposal costs — costs for storing or disposing of nuclear waste whether required by rule or as good business practice; nuclear hot cell services — work on very radioactive fuel rods or parts; nuclear waste — radioactive waste regulated by the NRC or DOE.
