When the President sends the yearly budget to Congress, the Secretary of Energy must also send a report that, as of the end of the previous fiscal year, shows how much DOE money is in committed uncosted obligations and how much is in uncommitted uncosted obligations, describes what those funds are intended to be used for, and explains how the information in the report affected the Department’s budget request. Within 90 days after October 24, 1992, the Secretary must send Congress a separate report that defines the terms "uncosted obligation," "committed uncosted obligation," and "uncommitted uncosted obligation" for use in these reports.
