After giving notice and a chance for a hearing, the Secretary of Health and Human Services may find that an approved State plan for aid to the permanently and totally disabled is not being run properly. That can happen if the plan adds or enforces a residence or citizenship rule that section 1352(b) forbids (and the State agency knew it happened in many cases), or if the plan fails in major ways to follow the required items in section 1352(a).
