Title 42 › CHAPTER 134 — ENERGY POLICY › SUBCHAPTER XII — MISCELLANEOUS › Part A — General Provisions › § 13541
The Secretary may carry out research, development, and demonstration work under any law that authorizes those activities. Demonstration programs must test whether energy technologies work technically and can be sold. For these research and demonstration efforts, the Secretary may use contracts, cooperative agreements, cooperative research and development agreements under the Stevenson‑Wydler Technology Innovation Act of 1980, grants, joint ventures, or other agreements allowed by law. For commercial application programs, the Secretary may use the same types of agreements to help move technologies out of research and into the market faster. The term "joint venture" means the same as "joint research and development venture" in Title 15, section 4301(a)(6) and (b), and it can cover both research/demonstration and commercial application projects. The information‑protection rules in section 12(c)(7) of the Stevenson‑Wydler Act apply. The Secretary must provide guidelines for moving technologies from research and demonstration to commercial use and may enter into or extend agreements to cover commercial application. These rules do not apply to agreements already in effect on October 24, 1992.
