For research and development projects under this law, the Secretary must get at least 20% of the project cost from non‑federal sources. For demonstration or commercial application projects, at least 50% must come from non‑federal sources. The Secretary can lower or remove the 20% rule for basic or fundamental research, and can reduce the 50% rule if needed because of technical risk and to meet the law’s goals. Non‑federal contributions can include cash, staff, services, equipment, and other resources. Tennessee Valley Authority power‑program funds may count toward these cost shares, except for funds supplied by yearly appropriations.
