The President may tell the U.S. representative to the Organization of American States (OAS) to start talks to set up a Consultative Commission on Western Hemisphere Energy and Environment under the OAS. Congress says countries in the Western Hemisphere are linked economically, that energy and environmental issues must be handled together, and that these issues cross borders. The Commission must look at regional energy and environmental trends, suggest policies and actions to support sustainable economic growth, and recommend ways countries can work together, including with the rest of the world. The Commission must include energy and environment ministers, legislators who handle those issues, and other experts chosen by each government. A small expert secretariat will support it. The Commission ends five years after the agreement that creates it, but participating governments can agree to extend it another five years. The President must report, within one year after October 24, 1992, to the House Committees on Energy and Commerce and on Foreign Affairs, and to the Senate Committees on Energy and Natural Resources and on Foreign Relations, about progress in creating the Commission and meeting its goals.
