Pays for projects that make coal power cleaner and for upgrades at existing coal plants. The money supports new or improved coal equipment and processes that either use energy more efficiently or cut pollution to meet federal and state clean-air rules, and that are not yet cost-competitive. It also supports projects at current plants that add advanced pollution controls and voluntarily go beyond what the Clean Air Act and state plans require. Funding can be cost-sharing up to 50 percent (as calculated under section 16352) or other help such as grants, cooperative agreements, or loans allowed by law.
