Defines key words used in the title. "Elderly family," "disabled family," and "near-elderly family" mean what those words mean in section 3(b)(3) of the United States Housing Act of 1937 (42 U.S.C. 1437a(b)(3)). "Federally assisted housing" and "project" cover the specific kinds of housing listed in law, including public housing, project-based Section 8 housing, several types of housing assisted or insured under Title 12 (for example section 1701q and the earlier version before November 28, 1990), housing financed under 1715l(d)(3) with interest set under the proviso of 1715l(d)(5), housing under 1715z–1, certain properties built or rehabbed under the old Section 8(b)(2) rules before October 1, 1983, and housing assisted under section 8013 of this title. "Housing assistance" means the help given for that housing (grants, loans, capital advances, mortgage insurance, and other assistance under the laws named above), and it also includes related help from the Secretary, such as rental help for low-income residents. "Owner" means the person or entity (including a cooperative or a public housing agency) with the legal right to lease or sublease the housing units. "Secretary" means the Secretary of Housing and Urban Development.
