Lets the Secretary give grants to States from specific appropriated funds during named years. Funds tied to the appropriation for the year ending June 30, 1964 may be used that year and the next year. Funds tied to the year ending June 30, 1966 may be used that year and the next two years. Funds tied to the year ending June 30, 1967 may be used that year and the next year. Each grant can pay up to 75% of planning and related costs. States may use the money to figure out what to do about mental retardation and what resources they have, to raise public awareness, to coordinate state and local programs (including prevention, treatment, or improvement), and to plan wider state and community action.
