Only certain people can be eligible for or enrolled in these benefits. They are U.S. citizens or nationals; lawful permanent residents; Cuban and Haitian entrants; and people living in the United States under a Compact of Free Association. For people enrolled on July 4, 2025, these rules begin 18 months after July 4, 2025. The Social Security Commissioner must, within one year after July 4, 2025, review current enrollees to find anyone not in those four groups and must notify each person that their enrollment will end on the 18‑month date, promptly and in a way they can understand.
