§1397n–5 Federal Interagency Council on Social Impact Partnerships

Summary

Creates the Federal Interagency Council on Social Impact Partnerships to coordinate and support social impact partnership projects funded under this law. The Council must work with the Secretary to plan and run projects, give policy advice, and share expert knowledge. It must confirm that states, local governments, and their evaluators can access federal administrative data to measure results. Before approval, the Council must check that applications use strong, independent data and reliable, evidence-based methods showing the project should save money for the state, local, or federal government if goals are met. For projects expected to save federal money, the Council must confirm projected savings and, after the project ends, help compare actual savings to those projections. The Council must also report regularly to the Secretary, Congress, and the public and guide future work on these projects. The Council has 11 members. The Director of the Office of Management and Budget is the chair. Ten other members are one designee each from the Department of Labor; Department of Health and Human Services; Social Security Administration; Department of Agriculture; Department of Justice; Department of Housing and Urban Development; Department of Education; Department of Veterans Affairs; Department of the Treasury; and the Corporation for National and Community Service.
