§1397n–6 Commission on Social Impact Partnerships

Summary

Creates the Commission on Social Impact Partnerships to help review and advise on grant applications and funding decisions for social impact projects. The Commission must help the Secretary and the Federal Interagency Council on Social Impact Partnerships review applications, recommend which projects and feasibility studies should get funding, and give other help or information when asked. The Commission has nine members. One is picked by the President and will be Chair. The others are chosen by the Senate Majority Leader, Senate Minority Leader, Speaker of the House, House Minority Leader, the Chair and ranking member of the Senate Finance Committee, and the Chair and ranking member of the House Ways and Means Committee. Members must have experience in finance, economics, pay-for-performance or program evaluation, or related professional or personal experience, or be able to judge project metrics and evaluations. Appointments must be made within 120 days after February 9, 2018, and vacancies filled within 90 days. If a member of Congress does not appoint someone, the President may appoint for them. The Commission may work with at least five members until all are named. Three members serve 2 years, three serve 3 years, and three (including the Chair) serve 4 years. Term lengths are set by unanimous agreement or by a random process if needed. Vacancies are filled the same way as the original appointments. Members do not need Senate confirmation.
