Phase out mercury in batteries and create efficient, low-cost ways to collect, recycle, or properly dispose of used nickel-cadmium, small sealed lead‑acid, and other regulated batteries, while teaching the public about these programs. Require uniform national labels and encourage people who use rechargeable batteries to take part in collection and recycling.
