Defines key words used in this part of the law. "Applicant" is an entity that can represent the tenants, such as a public housing agency; a resident management corporation set up under the Secretary’s rules; a resident council; a cooperative association; a nonprofit organization; or a public body. "Eligible family" is a household that either lives in the project on the date the Secretary approves an implementation grant, is low-income, or is helped by a housing program run by the Secretary or the Secretary of Agriculture (excluding non-low-income families helped only by mortgage insurance). "Homeownership program" is a home-buying program that meets the rules in this part. "Recipient" is an approved applicant given a grant or another entity named in the approved application that will take on the recipient’s duties. "Resident council" is an incorporated nonprofit or association that represents tenants, has written rules for regular officer elections, and a governing board elected by the tenants.
