Let local governments, working with their local public housing agency, combine federal housing funds and try new ways to give and run that help. The goal is to test ideas that meet eight aims, including helping low-income families with children when the head of household is working, looking for work, or in job training or education; cutting federal housing costs; adding more affordable housing and choices; growing homeownership for low-income families; spreading out assisted families; reducing homelessness with permanent housing; improving how programs are run; and other goals chosen by the local partners.
