Each fiscal year, a participating area must get an amount equal to the total of the housing aid that would otherwise go to its public housing agency. "Covered housing assistance" means six kinds of aid: operating assistance under section 1437g (as it was before the effective date in section 503(a) of the Quality Housing and Work Responsibility Act of 1998); modernization assistance under section 1437l (also as it was before that effective date); certificate and voucher program assistance under section 1437f (as it was before that effective date); Operating Fund assistance under section 1437g(e); Capital Fund assistance under section 1437g(d); and tenant-based assistance under section 1437f (as amended by the Quality Housing and Work Responsibility Act of 1998).
