The Secretary must choose data-exchange standards with an OMB interagency team and input from States. The standards will say what kinds of information state agencies must share electronically with other state agencies and what federal reporting is required by law. When possible, the standards must use common, nonproprietary, searchable formats (for example, XML); include models that let different computer systems work together, like the National Information Exchange Model; follow accounting and federal contracting rules; be cost-effective, improve program performance, and be upgradeable. Existing federal reporting formats that work do not have to change.
