By January 15, 1969, the President must give Congress a ten-year plan (June 30, 1968 to June 30, 1978) to eliminate all substandard housing and meet the national housing goal. The plan must show, for each fiscal year, how many new or repaired housing units are needed overall and under each federal program; how many occupied substandard units must be reduced each year; cost estimates by program and year as they will appear in the Federal budget; recommended laws and administrative actions; and any other relevant facts or estimates the President finds useful.
