The Secretary can use existing local farmer committees or, if none are available, appoint a three-person committee made up of county or parish residents. Committee members are paid at a rate the Secretary sets while working on these duties and get travel and subsistence money the Secretary allows. The Secretary picks one member as chair, sets rules for how the committees work, provides needed forms and equipment, and may pay for clerical help. These committees review applications for the benefits under 1471(a)(1) and (2). They give the Secretary written recommendations on whether an applicant is eligible, whether the person has the character, skill, and experience to run the farm and meet loan requirements, whether the farm is likely to succeed, and they can certify the amount of any loan.
