A rule or regulation under this subchapter cannot take effect until it is posted in the Federal Register for public comment for at least 60 days and then published in final form for at least 30 days. The Secretary must send every rule to the chairman and ranking member of the Senate Committee on Banking, Housing, and Urban Affairs and the House Committee on Banking, Finance and Urban Affairs at least 15 days before filing it for those publications. If the Secretary says a rule is an emergency, these timing rules do not apply. The Secretary must also send the committees a detailed summary of any changes the Office of Management and Budget required that block, change, delay, or reject the rule in whole or in part.
