Provide a rural housing voucher program to help very low-income families and people pay rent in rural areas, but only up to the money approved in appropriation Acts. The Secretary may set a payment standard based on the area's fair market rent. Each month the voucher pays the difference between that payment standard and 30% of the family’s adjusted monthly income. The monthly payment cannot be more than the part of the rent (including the allowed utility amount for units with separate meters) that is over 10% of the family’s gross monthly income. The Secretary must coordinate this program with the activities under sections 1485 and 1490m, and may enter into contracts to assist no more than 5,000 units in any fiscal year.
