At least once every 2 years the Secretary must prepare and send a report to the President, Congress, and the National Council on Disability. The report uses the reports and data required under parts B, C, D, and E and explains the goals and results of the programs those parts fund. The report must give clear examples of how the funded councils, protection and advocacy groups, centers, and other funded organizations have worked together; how they helped people with developmental disabilities and their families take part in planning and get community services and supports that help them make choices, live independently, work, and be included; how they did advocacy, built capacity, and pushed for system or policy changes, including work for people who are unserved or underserved (especially racial and ethnic minorities and those in underserved areas); and how their work affected people with other disabilities. It must also report how well the programs protected people with developmental disabilities from abuse, neglect, sexual and financial exploitation, and rights violations, include reports of deaths and serious injuries, and summarize any cases of noncompliance and the corrections or actions taken.
