The Secretary can withhold federal payments for planning, administration, and services after giving the State Council and the designated State agency notice and a chance for a hearing. Payments may be stopped if the Council or agency seriously fails to follow required parts of the State plan (including the specific parts listed in section 15024(c)(4)(A) and 15024(c)(5)(B)(vii) or the requirement in section 15025(b)(3)) or if it seriously fails to follow any Secretary’s rules that apply to this program.
