Provides grants, contracts, and cooperative agreements for national projects to do two main things. First, create chances for people with developmental disabilities to fully join and take part in all parts of community life. Second, help shape national and state policies that, with help from families, guardians, advocates, and communities, promote self-direction, independence, work, and full inclusion. To meet these goals, the program supports family help, data collection, technical help to programs funded under parts B and D (following limits in sections 15029(b), 15066(a)(3), and 15083(c)), and other larger projects that can expand opportunities. Examples include help with information and referral systems, support for self-advocacy groups, education for policymakers, federal interagency work, projects to boost minority participation, transition help for youth (including employment, college, and assistive technology), quality assurance and training, help for aging people and caregivers, better access to community services and economic development, more housing options, programs that address challenging behaviors with positive alternatives to restraints and seclusion, and other emerging needs.
