The Secretary must carry out a national review of the State grant program under this law. The review must check how States are creating or improving statewide family support systems for families of children with disabilities and how those efforts affect families. It must look at four areas: impact on families (including unserved and underserved groups), access to and funding for family support services, how agencies work together, and how families take part at all levels. The Secretary must work with the States to build an information system that gathers both numbers and descriptive reports from the States. Not later than 2½ years after October 30, 2000, the Secretary must send a report on the results to the Congressional committees that handle the program.
