The Secretary must give competitive grants, cooperative agreements, or contracts to public or private groups to make, test, and share a computer-based, skills‑focused, multimedia training program and related guidance for direct support workers who help people with developmental disabilities. The training is for people who want to become direct support workers, current workers, or workers who want to improve their skills. To get funding, an applicant must send an application that includes a clear job analysis of direct support roles; an advisory group made up of people with experience to guide the project; and a plan to build, field-test, and validate a curriculum that matches the reading level needed, offers multiple levels, fits different work settings, and follows sections 15001(b), 15001(c), and 15009. The application must also describe guidelines for employers that cover technical and trainer support, easy access to the curriculum, ways to check learners’ skills, help participants use computers, measure satisfaction of participants and families, and keep records of each person’s training and mastered content. The plan must include a national distribution approach, including parent training centers under part D of the Individuals with Disabilities Education Act (20 U.S.C. 1451 et seq.), community disability organizations, entities under subchapter I, centers for independent living, state and local education agencies, medical facilities, postsecondary institutions, and other suitable groups. The Secretary may require other information.
