Even if other laws say otherwise, the Secretary of Housing and Urban Development can manage, operate, insure, maintain, rent, lease, exchange, sell, or give away any property built or bought under subchapters II to VII. The Secretary may use government staff, approved private groups, or public agencies to do this and can collect or settle any related claims. The Secretary sets the lease terms and fair rents based on property value, and in emergencies can lower rent for people with low income. Rents for Army, Air Force, and Navy personnel are set by those Departments. Local municipalities include the District of Columbia. Leases under this authority do not have to follow section 1302 of title 40.
