The Secretary must set up an Advanced Building Efficiency Testbed program with input from the Administrator of General Services. The program will develop, test, and show new building systems, parts, and materials to make buildings more efficient, healthier (including better indoor air), flexible, and better for the environment. It must add to, not repeat, existing national programs. A university must lead the program and work with other schools and groups. The lead school must bring together experts from many fields, at least: intelligent workplaces and advanced building systems, electrical and computer engineering, computer science, architecture, urban design, and environmental and mechanical engineering. Congress authorized $6,000,000 for each of fiscal years 2006 through 2008, available until spent. For any year money is used, one-third goes to the lead university and the other two-thirds are split equally among the other partners.
