Summary

The Secretary must run a national advertising and media campaign to tell people to cut energy use during the 4-year period that started on August 8, 2005. The campaign must explain the benefits of using less electricity, natural gas, and petroleum (especially at peak times), why low energy costs help the economy and manufacturing jobs, and simple, cost-effective steps people can take, like fixing heating/cooling ducts and equipment, weatherizing buildings, buying energy-efficient products, and keeping tires in good condition. The program must work with State and local governments and the private sector and use successful local programs when possible. The Secretary must report to Congress by July 1, 2009 on how well it worked. The program ends on December 31, 2010. Congress authorized $90,000,000 for each fiscal year 2006 through 2010 to fund it.

(a)The Secretary shall carry out a comprehensive national program, including advertising and media awareness, to inform consumers about—
(1)the need to reduce energy consumption during the 4-year period beginning on August 8, 2005;
(2)the benefits to consumers of reducing consumption of electricity, natural gas, and petroleum, particularly during peak use periods;
(3)the importance of low energy costs to economic growth and preserving manufacturing jobs in the United States; and
(4)practical, cost-effective measures that consumers can take to reduce consumption of electricity, natural gas, and gasoline, including—
(A)maintaining and repairing heating and cooling ducts and equipment;
(B)weatherizing homes and buildings;
(C)purchasing energy efficient products; and
(D)proper tire maintenance.
(b)The program carried out under subsection (a) shall—
(1)include collaborative efforts with State and local government officials and the private sector; and
(2)incorporate, to the maximum extent practicable, successful State and local public education programs.
(c)Not later than July 1, 2009, the Secretary shall submit to Congress a report describing the effectiveness of the program under this section.
(d)The program carried out under this section shall terminate on December 31, 2010.
(e)There are authorized to be appropriated to carry out this section $90,000,000 for each of fiscal years 2006 through 2010.
