The Secretary must run a national advertising and media campaign to tell people to cut energy use during the 4-year period that started on August 8, 2005. The campaign must explain the benefits of using less electricity, natural gas, and petroleum (especially at peak times), why low energy costs help the economy and manufacturing jobs, and simple, cost-effective steps people can take, like fixing heating/cooling ducts and equipment, weatherizing buildings, buying energy-efficient products, and keeping tires in good condition. The program must work with State and local governments and the private sector and use successful local programs when possible. The Secretary must report to Congress by July 1, 2009 on how well it worked. The program ends on December 31, 2010. Congress authorized $90,000,000 for each fiscal year 2006 through 2010 to fund it.
