The Secretary must send Congress a report whenever a new or revised energy conservation or water-use standard misses a deadline in the Energy Policy and Conservation Act. The report must say why the deadline was missed and give a plan to issue the standard. The first report is due no later than six months after August 8, 2005, and then the Secretary must send progress reports every six months until the standard is adopted.
