HUD must make and run a plan to cut utility costs in public and assisted housing using cost‑effective energy savings, better design, and by setting energy‑reduction goals and incentives for public housing agencies. HUD must report to Congress within one year after August 8, 2005, and then update Congress every two years on the plan and on monitoring housing energy use.
