The Secretary must review U.S. renewable energy resources — including solar, wind, biomass, marine, geothermal, and hydroelectric — within 6 months after August 8, 2005 and then every year. The Secretary must update studies as needed for changes in markets, technology, or other factors, and must publish a report based on each yearly review beginning within 1 year after August 8, 2005. The report must give a detailed inventory of how much of each resource exists and its features, and include other useful details such as location, terrain, nearby people and energy infrastructure, cost estimates to develop the resources, any transmission barriers and recommendations to fix them, and ways to allow fair access to the power grid. Up to $10,000,000 may be provided to the Secretary for each fiscal year 2006 through 2010.
