Title 42 › Chapter 149— NATIONAL ENERGY POLICY AND PROGRAMS › Subchapter II— RENEWABLE ENERGY › Part A— General Provisions › § 15852
Federal agencies must get more of their electricity from renewable sources. The government must use at least 3% renewable electricity in fiscal years 2007–2009, 5% in 2010–2012, and 7.5% in 2013 and every year after that. "Renewable energy" here means things like ocean energy, solar, wind, biomass, landfill gas, geothermal, some municipal solid waste, and new hydroelectric capacity added or made more efficient. "Biomass" means certain nonhazardous wood and plant materials, some agriculture wastes, and plants grown just for fuel. If renewable power is made and used at a federal site, made on federal land, or made on Indian land, it counts double toward the goal. Energy saved by using geothermal systems also counts as renewable, but those savings cannot also count as meeting federal energy efficiency goals. The Secretary must report to Congress on progress by April 15, 2007, and every two years after that.
